Delegate Horst moved to amend the bill on page 4, section 4,immediately following line 39,

by inserting the following new subsection:

“(j) Any county which utilizes the provisions of the West Virginia Contraband Forfeiture Act, §60A-7-701, et. seq., to conduct civil asset forfeitures is ineligible to enact the Safer Communities Act, as provided for in §7-28-4 of this Code.”
